With reference to Colonial Office letter No.53838/10/38
of the 30th March I am directed by Viscount Halifax to
transmit to you herewith copies of four telegrams from His
Majesty's Ambassador in Tokyo, on the subject of the
Japanese intention to intensify the blockade near the mouth
of the Canton River, and at the same time a draft reply to
his telegram No. 371.
2. I am to enquire whether the Secretary of State
for the Colonies concurs in its terms.
